Temporary Internet Files
I've just had this problem on Windows XP, and eventually I found a
fix courtesy of a different forum.
The way to fix the poblem is as follows:
In Internet Explorer, go to Tools | Internet Options | Temporary Internet
Files | Settings, and then use the Move Folder option on the Temporary
Internet Files Folder, pointing it to where it already is. Windows will
need to reboot, but when it does you will find that the content.ie5
folder has been recreated, and your applications should now work
again.
I hit the problem when trying to download a Webshots photo, and I've
noticed that a couple of other people out there have also suffered this,
but I can't say whether Webshots itself was implicated in the folder
going AWOL.
Question:
The "Content.IE5" folder missing from "Temporary
Internet Files" folder and I would like to get it back or make a new
one but windows wont let me.
Any help would be greatly appreciated.

That is expected behavior, and by design. Go to start/run, and
type
"%userprofile%/Local Settings/Temporary Internet
Files"
This is a different view than the one you are using.
